Monitoring Rough Sleepers
Welsh local authorities were expected to undertake a one night count of rough sleeping in March 2007 and March 2008. This expectation has been removed for 2009, although this decision is being kept under review. Local authoriteis are now expected to decide locally the best way of monitoring rough sleeping in their area. This guide is seen as having a role in supporting local authorities to do this and aims to:-
- provide guidance on methods of continuous monitoring of rough sleeping applicable to and useable by local authorities and thier partner agencies
- provide details of various methods by which information can be gathered on an ongoing basis on the incidence of rough sleeping and on the characteristics and needs of people sleeping rough
- be a resource for use by local authorities and agencies working to address rough sleeping
- assist local authorities to meet the requirements of the Ten Year Homelessness Plan and the Code of Guidance on Allocations and Homelessness on continuous monitoring of rough sleeping

TACKLING HATE INCIDENTS TOOLKIT 2009
A toolkit to help Welsh Social Landlords tackle hate related incidents has been produced by House Mark and SCLNG for the Wales Social Landlords Anti Social Behaviour Forum. This work is the outcome of extensive consultation with registered social landlords, community safety partnerships and other key stakeholders combined with a review of practice from across the UK.
The Toolkit was published in July 2009 and covers:-
- getting people to report hate incidents
- investigating incidents and action planning
- supporting victims and witnesses
- achieving multi agency working
- taking action against perpetrators
- improving practice
- working to reduce hate incidents

Living in Wales, 2008
Please find below a National Statistics publication Living in Wales 2008 which was released on 30 November 2009 according to the arrangements approved by the UK Statistic Authority.
This is a compendium publication which presents a range of the information collected in the Living in Wales Household Survey carried out on behalf of the Welsh Assembly Government. The survey comprised household surveys for each year from 2004 to 2008 for Wales with additional property surveys in 2004 and 2008.
The publication is a compendium of statistics covering the 2008 sweep of teh Living in Wales Household Survey, it analyses the data from an 'equalities' perspective. The publication covers most of the topics in the 2008 survey and the aspects of equality relate to the respondent to the survey, their household and sometimes to the people living in a household.
This publication covers three broad aspects of Welsh life:-
- The first aspect is People in Wales: that is the use of the Welsh language, people's disabilities and long term illness, the impact and attitudes to education and lastly the way people travel and use of the internet
- The second aspect concerns People and Society: that is people's perception of their quality of life, their participation in social and cultural activities and their attitudes towards the environment. It also looks at their experience of discrimination and their opinions on disabled people. Lastly it looks at aspects of their material well being.
- The final part of this publication looks at People and Housing: that is the tenure of their homes, whether or not their homes in Wales are overcrowded and the types of housing amenities that are available to the members of the households. This section also looks at the important issues around fire and fire safety. It concludes by looking at some of the financial issues involved in owning or renting homes.
